About Criminal Investigation Police University of China

Founded in 1948, the Criminal Investigation Police University of China (CIPUC) is an institution of higher education directly under the Ministry of Public Security of P.R.China. CIPUC focuses on research and education in criminal investigation and crime control, with a unique strength in law studies and engineering. CIPUC is committed to establishing a world-class police university with distinct characteristics and high domestic reputation.

CIPUC started to enroll undergraduates with the approval of the State Council in 1981, offering 13 undergraduate majors including Criminal Investigation, Criminal Intelligence, Narcotics Control, Economic Crime Investigation, Public Order Management, International Policing Studies, Technical Investigation, Cyber Security and Law Enforcement, Information Security, Forensic Science, Forensic Audio and Video Technology, Forensic Medicine and Police Canine Training. (Enrollment to Forensic Medicine and Information Security is temporarily suspended.)

In 1998, CIPUC obtained the approval of the State Council for awarding master’s degrees and then started to enroll postgraduates. In postgraduate education, there are 3 first-level disciplines including Law, Science of Public Security, and Technology of Public Security, 4 professional master’s degrees including Juris Master, Master of Policing, Master of Applied Psychology and Master of Public Administration. In 2017, CIPUC started to offer Master of Policing postgraduate program to foreign police officers.

CIPUC is dedicated to in-service training for backbone police officers on criminal investigation and forensic science and technology, as well as correspondence degree courses on criminal investigation and police canine are offered as well.

Over the past 70 years, CIPUC has developed an education system integrating teaching, research and case handling, with a distinctive system of disciplines in line with China’s national conditions and public security priorities. CIPUC has graduated more than 170,000 officials, specialists and professionals for judicial and public security organs, and is reputed as the “Top Police University of China” and the “Cradle of Oriental Sherlock Holmes.”

At present, CIPUC has 5698 students, 672 staff members including 362 full-time teachers, as well as a group of excellent guest instructors from police departments.

CIPUC has set up 1 National Engineering Laboratory (jointly built), 4 Key Laboratories at ministerial or provincial level, 1 Key Laboratory at municipal level, 1 cooperative innovation center at provincial level, 5 training centers at MPS or provincial level and 51 teaching practice bases. Police technology studies was included in the national “first-class discipline project” (Category A). The university has the strongest and biggest criminal forensic team among all police educational institutions in China, and publishes Journal of Criminal Investigation Police University of China and China Criminal Police, which enjoys high reputation in the field of public security.

Committed to serving national diplomatic and security strategy, national public security and international law enforcement cooperation as well as education and scientific research, CIPUC fosters rich programs of international academic exchanges and cooperation, and has already established partnerships with higher education institutions and police organizations in more than 20 countries including the United States, Canada, the United Kingdom, Germany, France, the Netherlands, Russia, Serbia, Australia, the Republic of Korea and Singapore, as well as regions including Hong Kong S.A.R., Macao S.A.R., and Taiwan Province. In addition, CIPUC holds a large-scale International academic conference every year. Through student exchange programs with foreign universities such as Ulster University in the UK and Charles Sturt University in Australia, CIPUC cultivates multi-skilled policing talents with double bachelor’s degrees. Commissioned by the Ministry of Commerce and the Ministry of Public Security, the university commenced to undertake police training for foreign countries from 2007 and has trained around 2,000 criminal investigation specialists for more than 90 countries.
